Congratulates John Jay on his elevation to the presidency. Asks that Dumas be given a commission as United States charge des affairs to the United Provinces of theNetherlands. Franklin has approved this, and has promised to write Congress about it. The best interests of the United States require that Dumas' post be so designated. In French.
