Abstract
Autograph Letter signed enclosing a copy (in Jay's hand) of a letter from James McHenry, 19 September. Because no apportionment has been made of moneys appropriated by Congress for maritime fortifications except for some repairs at Mud Island, McHenry cannot tell whether any money will be earmarked for fortifications at New York.
