- Abstract
- In answer to Bayard's of yesterday: those applications made Bayard to present claims and appeals of American merchants should be handled only after Bayard receives such instructions from Secy of State. John Jay doubts the propriety of taking on the applications. As to proctors, Sir Wm Scott has declined recommending any in particular, but if John Jay has no personal knowledge of any, Pinckney and J ohnson were satisfied with Crickett and Townley and John Jay endorses this choice. "Besides it is a maxim with me that those who conduct our affairs to our satisfaction should not be neglected by us...." Bayard should allot to Slade some of the cases if he has been led to expect them. Postpones observations on finances until arrangements completed
