Abstract
Jay convinced that privateers fitted out in United States ports is a practice which should be suppressed. Report of Wardens of Port of New York and Mr. Armstrong's letter suggest such attempts to fit ships are now in the making; these papers may contain evidence sufficient to proceed against the privateer-fittings.
