Abstract
Has received and thanks Brown for, Report of the joint Committee of both Houses of Ohio Legislature, regarding proceedings of the Bank of the United States. Controversies between State and National governments are regrettable. However useful taxes may be, these should not impede or discourage the industry of individuals. The usefulness of taxing labor, both manual and mental, appears questionable. Taxation should be levied on property or on income, but not on both. Opinions will vary on this as on other questions: "It is not uncommon for men of unquestionable talents and candor to take opposite sides of the same question."
