Since writing 6 Oct (copy of which enclosed) has received Jay's of 10 July
and 16 Sept. Congress soon to form Office for Foreign Affairs. Actions of enemy in New
York, in Canada; retreat of General Gates. If enemy not reinforced will probably retreat
from positions held, to protection of sea side, under their "shipping." General Green to
command Southern Army. Waiting and wishing for a naval Force to command the American
Seas. Particular intelligence confided through Committee for Foreign
Affairs.
