Expresses surprise that the new state constitution does not include the judgesof the Supreme Court and the Chancellor on the Council of Appointment. Doubtsvalidity of appointments under 24th section of constitution of the puisnejustices. Declines to be considered as secretary of the court because of thenature of the appointment of that office.
