Abstract:
It is uncertain whether the President should unofficially comment on the course of his administration. The loss of detachment from public debate might prove damaging; on the other hand an early intervention may stop the activities of the partisans and sway public opinion. Believes the decision can be left to the judgment of the President, who will be able to carry the nation through the present crisis.
