Abstract
From Paris. Congratulates John Jay on his appointment. Hartley's recall. British "seem to recede every Day" from "the Paths to Conciliation." John Jay's appointment not welcomed in France. Rupture near between Austria and Netherlands. Speculates on pattern of alliances that will appear in event of European war. Sails for England in February. Copy of letter of Oct. 1784 enclosed in that of 12 Feb.17 85. Latter letter reports capture of United States ship off Barbary Coast. Necessity of coming to terms with Barbary pirates. Moustier will replace De La Luzerne.
