As far as the Act of 16 March is co ncerned, the Quartermaster does not think it will produce the intended effect. A copy of his letter (Greene to Washington, 24 March 1779) is enclosed. In hand of Robert Hanson Harrison. Enclosure: 24 Mar '79, Greene, George Washington.
