- Description from Kenneth Rendell catalogue of Jay's decoding of the instructions to the peace commissioners. They are authorized to accept the mediation of Germany and Russia. Terms: United States must have full and complete independence and keep in force the treaties with France. Follow Adams' instructions of 14 August 1779 and 18 October 1780 for boundaries and other particulars. Consult openly a nd freely with France and make no agreement without French approval. Truce a possibility provided British forces are completely removed from American territory.
