Circular sent to William Smallwood, the governor of Maryland. Encloses
letter from John Adams from March 4, 1786 and other papers, and enjoins him not to let
them leak out to the press until further action is taken. Has heard a treaty between the
United States and Portugal is being concluded but that it did not look good for
negotiations with the Barbary States. Decries the fact that the national Treasury is not
adequate for supplying national needs. The attached documents from Adams concern the
complaints of British merchants and others regarding American non-compliance with the
Treaty of Paris. Copy of letter from the Marquis of Carmaithen dated December 8, 1785.
Documents laws and cases from each of the states that demonstrate the ways in which the
United States has violated the rights of British subjects and has not protected their
property. Includes list of money paid into VirginiaÆs treasury because of British
debts.
