- Enclosures: Resolutions of Congress, 7 May, 21 December 1784. Sends extracts from Journals of Congress on his appointment and acceptance of the position of Secretary for Foreign Affairs. Jay will be writing to the Governors of all states concerning matters related to their affairs. An intimate connection between domestic and foreign affairs. Asks for copies of present and future laws passed by stat e of Connecticut Jay will be punctual in his correspondence.
