Abstract
Troops sent by Spain to be used against the United States. Perhaps these measures are merely the result of the inattention of the officer and if Jay will bring the matter to the attention of the Spain minister it will be prevented in the future. Has sent Jay's quarterly salary to Franklin. It is invested in bills which yield a profit to Jay of about 5 1/2%.
