Believes with Jay that Spain will not enter negotiations with the United States during the war and has designs on more land east of the Mississippi than just the Floridas. Must show right of the United States to those lands; mention Willing's expedition and capitulation of the inhabitants. Show that [this area is] included in the final demands of Congress in order to knock down Spanish hopes of usi ng French influence in the negotiations. The United States has rights to compensation for burdens of war. It would be well to place military affairs and numbers of soldiers in most favorable light in Europe. Congress has confidence in Jay's judgment and ability to negotiate. Encloses important resolution.
