- Abstract
- LS. Circular to the Governors, addressed to Clinton as the Governor of New York and signed by Jay as President of the Continental Congress. It is probable that the enemy are sending 7000 troops from Europe and 3000 from the West Indies to reinforce their attack against our liberty and independence. Our allies have been surprised that we have not made more vigorous efforts to be ready for a new campaign. The states are urgently requested to fill their state lines of the Continental Army and prepare their militia units immediately that they may be ready for any emergency.
