Abstract
Thanks for the $26,000 paid to Mr. Cabarrus on order of Mr. Gardoqui. As for the rest of the bills drawn on Jay by Congress, since it is such a small sum Cabarrus offered to pay it on the assurance that the Spanish king repays him within a year. If not, the credit of Congress will be ruined. Upset by King's displeasure at Congress' silence concerning propositions on shipbuilding in New England. Con gress had postponed discussion in expectation of Gardoqui's arrival in America. Can assure the king in the name of Congress of strong desire to accommodate Spanish wishes, and hopes future military success will bring Americans closer to realizing their goals. Reminds him that Mississippi proposals demonstrate Congress' willingness to oblige the Spanish king and had hoped for subsequent proof of his goodwill. Completely out of money and unable to procure it from the French ambassador.
