Abstract
Nothing much has happened since the defeat of Cornwallis. [In cipher: Congress is astonished by Jay's treatment in Spain. What does he think of going to France if he cannot obtain a treaty or a loan?]. Congress has dissolved Adams' power to make a treaty with England. Now to be five commissioners. The cipher is not deciphered in Wharton or Johnson.
