Abstract
Reception of Gardoqui: Jay will conduct him to chamber of Congress and announce him. The President and members will keep their seats and remain covered. Gardoqui's commission and letter of credence delivered to Secretary for Foreign Affairs who will read a translation of them. Gardoqui can then speak. They will consider it and Jay will deliver their a nswer. Jay will reconduct him when he leaves Congress. Every member of Congress will expect a visit from Gardoqui.
