He asks for a copy of the instructions given to the Peace Commissioners in 1782, requiring them to act under directions from France. Also needs a copy of his own letter to Jay, which Jay showed to Grenville, which stated that if a solid agreement could not be reached in 1794, it would be better to have no agreement at all. These are needed for public purposes. Jay is assured that he will not be ide ntified as the source.
