- Abstract
- Jay asks for an audience with Floridablanca. Sends the following memorial: two American Ships have arrived from Havanna with cargoes of sugar which they picked up there in exchange for flour from Philadelphia. They were told that since they had paid royal duties there, they would not have to pay any at ports of Spain Hopes that they will be redressed by Spain.
