- Abstract
- Concerns the resolution in Congress on the debt of member states to the Union. New York's debt is larger than any other and therefore she has more interest in the issue. Representatives from New York have opposed the resolution because: (a) Consent for appointing Commissioners should be given by the state, not its representatives in Congress; (b) Same objection for rules of arbitration; (c) The rul e is unjust, particularly to New York, because the ratio of population is determining rule, and unauthenticated claims received equal validity with New York's vouched accounts; (d) Some states were allowed for par paper which was issued at great depreciation; (e) Insistence upon payment if refused will create division in the Union. Question is important as it involves the state's independent capacity.
