Governor has shown a friendly disposition to Peter Van Schaack, allowing him to write his own certificate of motive for travel to England. Yet the Executive does not have it in his powers to exempt Peter Van Schaack from the act; Peter Van Schaack asks Jay to i nterfere to release him from inclusion in law that was passed after he left America..
