- Jay is glad, so soon after his appointment to office, to begin a correspondence with a gentleman who is favorable to the rights of man and a friend of the United States. Jay is certain that the enclosed Act of Congress dated 10 December 1778 will meet with Gerard's approval, and will have salutary consequences.
