Has sent Lincoln's letter to Congress. The French in South Carolina have
offered to fight for our independence and Congress has directed them to be commanded by
Marquis of Britigny. Sends a copy of an act of Congress of April 14 restraining persons
from going within the enemy's lines unless authorized in the manner provided for in the
act.
