Summary
Rendon thinks Spain may be willing to cede the area in Florida put in the U.S. by the U.S.-British treaty of 1783. He also thinks that New Orleans will be open to U.S. commerce. Wants Jay to consider changes in a commercial treaty with France. French ports now open to U.S. commerce are those of the islands. The Americans can sell at these islands coming and going from voyages to India and China. America must pay France the debts owed to her. Congress has recommended to the several states to pass a law to pay the interest on the French loan. There are such laws but the money not paid as yet. Wonders how the question relative to the inheritance of the French officers has been resolved.
