- Summary
- Sends a memorial from some French merchants: the states of New Hampshire and Massachusetts have passed laws closing many of their ports to foreign ships and in the ports left open the duties are so high as to be almost prohibitive. These laws are against the spirit of equality and reciprocity of the Franco-American commercial treaty. All French ports are open to Americans and in some of them they have complete equality with the French.
