- Summary
- Gardoqui does not have full power but must discuss with Galvez any propositions between him and the U.S. on boundaries. Galvez has full power. He thinks that all of Natchez area is part of Florida and America has no right there or to navigate the Mississippi in that area. Thinks Spain has pretensions to more territory than the Natchez area. Both nations must be able to land on either side of the river to make navigation of the Mississippi meaningful. Also sends a statement of the state of the military and naval forces in Cuba.
