- South Carolina has decided to impose a duty on the ships of all nations which do not have a treaty with the U.S. A treaty now being concluded between Emperor and America. American ships received in his ports on most favored nation basis. Asks Jay to ask the legislature of South Carolina to except the trade of the Emperor from their commercial legislation.
