- Information from England makes the surrender of our posts seem more problematical than formerly. When the British ministry learned that Congress had ordered some troops to be raised it induced them to order two regiments to embark for Quebec. There are supposed to be between six and seven thousand loyalists at the posts and they are provided with arms and food by the government. The British do not want to change the form of the government of Quebec to be more like their own because under the present system it is easier to direct the armed forces. Many Americans have been seduced into settling near the British posts. This intelligence should be kept secret for the moment.
