- Encloses letter and papers from Rhode Island governor concerning the state's sloop Sally, which was seized and sold in the port of Tobago last March. Appeal of the sentence made to French admiralty. Advises that Congress have Jay send copy of the governor's letter to Mr. Jefferson. If facts of case are true and the sentence is reversed, thinks Jefferson should hint to the minister that his officers should be less hasty, as it upsets both America's commerce and community.
