Summary
Reports on his inquiries into the matter of Van Antwerp's (Van Berckel's servant's) arrest. Van Antwerp not in the Minister's service at time of arrest; discharged from service shortly after arrest. Wessel, the constable at fault, is out on bail and will be tried in May session. Expresses his regret at the circumstances of the illegal arrest, especially the insolence on Wessel's part. Regrets that there exists no tribunal for the trial of such matters. Assures Jay that all being done as quickly as possible. Encloses letter of John Wylley to Duane, 18 January, 1788: Wylley's letter recounts the high-handed manner of the Dutch Minister in threatening him with punishment for issuing the writ against Van Antwerp.
