- Transmits papers sent to him by Dumas for dispatch to Franklin. Reflects on propriety of Government interposing to "obtain Justice in the ordinary Course of Law for Individuals in a foreign Country, who have neither private Friends nor public Ministers on the Spot to assist them..." The application for such aid, contained in the Dumas documents, is the first such that he remembers; asks for Franklin's judgment on subject as soon as possible.
