Transmits following papers: #1 extract of letter of 25 January 1788 #2 extracts from letter of 14 November 1787, Secretary of War to General Harmar; #3 extract of letter of 15 June 1788 General Harmar to Secretary of War and #4 Lieutenant Armstrong's report to Major John P. Wyllys, 28 April 1788. These papers deal with measures taken in pursuance of letter of John Sullivan to William Brown, 24 September 1787. Sullivan #1: transmittal letter for letter. Secretary of War to President of Congress.#2 Letter enclosing Sullivan letter. Unrest in Northwest. Suggests sending two officers to Franklin and Kentucky to investigate possibilities of a coup.#3. Lieutenant Armstrong dispatched to Franklin to investigate.#4 Armstrong's report: No British agents at work in Franklin at present. Two factions in Franklin--one for a new State, one against. Bloodshed between parties on 29 February. Indians planning general campaign against U.S. frontiers this summer.
