Secretary of War to President of Congress.#2 Letter enclosing Sullivan letter. Unrest in Northwest. Suggests sending two officers to Franklin and Kentucky to investigate possibilities of a coup.#3. Lieutenant Armstrong dispatched to Franklin to investigate.#4 Armstrong's report: No British agents at work in Franklin at present. Two factions in Franklin--one for a new State, one against. Bloodshed between parties on 29 February. Indians planning general campaign against U.S. frontiers this summer.
