- Summary
- Encloses affidavit of Leonard White Outerbridge concerning importation of convicts into the U.S. by a British vessel. Feels that "gentle remonstrance to the court of London" will suffice to prevent recurrence of practice. Thinks that it occurred this time "from the unauthorised interference of Lord Dunmore." Affidavit states that Outerbridge was mate on a schooner which landed convicts at Baltimore and other points on coast, having been paid two guineas a head by Dunmore, governor of New Providence, for transporting them from the Island to the United States.
