Encloses papers relating to the Franco-American consular convention. It is an extremely delicate situation, Congress feeling bound by the Scheme proposed by a prior Congress; therefore press for only those revisions which do appear to arise from a departure from that scheme. He does not feel France should object to a probationary period covering the consular convention, as this is an untried scheme between nations.
