- Jay will do what he can to help Lotbiniere obtain an equitable decision on his claims to lands around Lake Champlain. He will have to prosecute his claims as the laws of the state of New York direct. Congress cannot interfere in the matter. Nor can Jay do anything about the lands Lotbiniere's son claims in Massachusetts as that state has sole jurisdiction over those lands. Laws not personal influence control the judiciary of this land.
