Summary
Convention on consular powers still under consideration. Congress now preparing a requisition on the states for supplies which should establish our credit. The harvests are good but food is high priced. Thus, there is money but credit is bad because of want of trust. People are afraid of paper money. Sends a number of papers on trade with the French and some newspapers.
