- Not yet enough representatives in Congress for ordinary business, but by next week there will hopefully be a quorum in both Houses to open ballots for the President and Vice-President. Believed to be General Washington for the former and John Adams for the latter. Until new government organized, no movement in the Office for Foreign Affairs. Forwarded Jefferson's letters on captives in Algiers to the Treasury Board. Approve of alterations in the consular convention; Jefferson's conduct commended. Jefferson's reasons for coming to America on a visit justified, but hard to see what could be accomplished as no sitting Congress. As soon as the President is in office will ensure he gets all the business at hand.
