- Acknowledges receipt of Thomas Jefferson's letters of September, October, November, December, 1787 and February 5, 1788. Jay's health discussed. Congress has done little business since the Convention and will probably do little while fate of the Constitution in balance. Pleased with late commercial treaties with France. Feels that it would be to the advantage of both France and U.S. to be closer in interests and alliance. Fears, however that "the Spirit of Monopoly has prevailed in Europe too long to be done away at once" and it will be some time before "toleration in Commerce" will be complete and mercantilism will end.
