- Transmits various acts of Congress. Informs him of action taken concerning claims against South Carolina. Also sent to Jefferson is a copy of the proposed Constitution, about which Jay comments that there is general approval, but that strong opposition is expected in New York and Pennsylvania. Congress is diminishing in number of members, and shortly there will not be sufficient states represented to constitute a quorum.
