Summary:
Hopes differences with Britain can be worked out; from his study of the peace treaty it would seem there has not been a time since its effective date when it has been complied with in America. Massachusetts unrest continues, and Rhode Island is uneasy under laws which require them to recognize political transubstantiation of paper money into gold. Indian affairs are complicated by a number of unprovoked attacks by Americans upon Indians. Vermont is rumored to be treating with Britain; the like applies to the Massachusetts insurgents.
