Summary
Explains that his dispatches on consular convention were delayed by discovery that the copy inscribed in the Ministry of Foreign Affairs diary was incorrect. Asks that information be transmitted concerning the treaty with Morocco and Portugal. Affairs in America grow worse, as the inefficiency of government becomes more apparent. Licentiousness grows in Massachusetts, and many calculate to gain by the confusion of the times.
