- Sends a copy of an act of Congress of June 8 directing that bills should be drawn on Franklin to the amount of 360,000 livres tournois for the purpose of importing military stores. Jay has made four withdrawals of different amounts. The acts necessary because the U.S. has not received the amounts of supplies she expected from France. Jay hopes Franklin will speak to the French court about it. Some hope that with the aid of Gerard the military stores will be obtained from the Royal Magazines in the French West Indies. In such case, the bills will not be presented for payment.
