Encloses act of Congress of the 23rd (not present). Did not know the men mentioned in it so asked for information from the secretary. Learned that Mr. Erkelens kept up a correspondence in Holland in order to persuade those in power to agree to a commercial relationship with America and provide a loan. Governor Trumball approved these letters and wrote to Congress favorably about Erkelens, who then asked Colonel Diricks to go to Holland to further these plans, as he is well connected there.
