- Gives only little information because Congress will not keep it secret. We demanded to treat as independent. France against this. France against our boundary demands, our fishery demands too extensive, and the tories should be reinstated. French motives against our system. Britain gave in on certain points in order to present the completed negotiation to Parliament. Vergennes would have insisted that we wait to sign until all the treaties made if we had not gone ahead. Britain would have taken advantage of it to increase their demands. No violation of our treaty to sign the treaty. By not aiding us France lost claim to our confidence. We have departed from the instructions but to our advantage. French told us nothing about his articles. Europe thinks we are too hard on the Tories. Only the cruel should be punished.
