Livingston determined to retire. Duane and Scott have tried to hurt Livingston in New York politics but have not succeeded. Glad Jay's health better. Many more people here anti-France than Livingston would like to see. Adams has written a public letter designating himself as Minister to Great Britain Suggests Jay if Congress will not accept himself. Does not think Congress will accept him.
