- The Comptroller has been ordered to pay the balance owed relative to the act for erecting fortifications within the state. Consents to lending the cannon mentioned and will communicate the same to the Commandant on Governor's Island. Encloses an extract from a letter of the Secretary at War which communicates the President's assurance to return the loan of the cannon, and asks John Jay's consent in taking the cannon from Governor's Island.
