Henry considers himself not a Virginian but an American, give each colony representation on basis of opulence and population. Ward of Rhode Island-each colony to be represented equally. Equal representation prevails, and rules of procedure set forth as passed. 7 September. Jay appointed to committee to consider rights of the colonies. Credentials of New York members reviewed. Fragment of Committee notes indicates a meeting at Carpenter's Hall at which Charles Thomson was elected Secretary to Committee.
