Summary:
Prospect of Jonas Hartwell's gaining his freedom. Letters enclosed on the case of the brig Betsey taken by the Emperor of Morocco. Also letters from a Spanish spy and the state of the naval force of the Algerines from 1777-1783. Information on the tribute paid by England and France to Morocco gathered by Lafayette. Morocco et al will have no trouble in finding out the richness of our commerce and the weakness of our Navy. Have opened correspondence again with France on aid in our negotiation with Barbary pirates. Await the will of Congress on the matter. Also await instructions on affairs with Britain.
